Grump had promised to "drain the swamp" - instead he's pardoning all his hacks and cronies on the way out to ensure that these convicts come back for more of his brand of crooked criminality.
These types of pardons are highly irregular. Pardoning people even before sentences are started or completed! Usually to get a pardon the applicant has to have completed his sentence and demonstrated many years of lawful conduct.
